I höstas startade Kungl. Ingenjörsvetenskapsakademien, IVAs, projekt Innovation för tillväxt som ska verka för att skapa ett mer gynnsamt innovationsklimat i Sverige. Projektets arbetsgrupp Kompetent kapital i tidiga skeden har nu tagit fram ett förslag på hur Sverige ska kunna generera kapital och kompetens till kunskapsintensiva företag i tidiga skeden.

Enligt arbetsgruppen är det inte kapitalbrist som är problemet utan att pengarna sällan investeras på rätt sätt, enligt arbetsgruppen bakom förslaget. Med kompetent kapital menas investeringar där inverserna också kan stötta och vägleda unga entreprenörer.

Det krävs tre typer av kapital för att dessa företag ska kunna frodas, enligt förslaget: privat kapital, internationellt kapital och statligt kapital. Huvudpunkten i förslaget är en fond där riskkapital och statligt kapital samverkar. Fonden ska ha ett kapital på en halv till en miljard kronor. Bolagsledningen ska få bindande utfästelser om investeringar från fonden som består till lika delar av statligt och institutionellt kapital. Detta skulle, enligt arbetsgruppen, ge incitament för internationella investerare att etablera sig på den svenska marknaden. Staten ska stå för hälften av kapitalet i denna fond och vara en passiv investerare. Belöningen består i ökade jobbtillfällen och skatteintäkter, enligt förslaget.
Under sin livstid ska fonden inverstera i omkring 20 bolag. Förhoppningen är att företagen samtidigt ska attrahera externa investeringar som motsvarar mellan tre och tio gånger de ursprungliga investeringarna i fonden.
