Strategin har tre huvudsakliga mål varav den första är att se till att bevilja bidrag för en lika stor andel kvinnor som män av alla de forskare som söker bidrag. Vidare ska Vetenskapsrådets beredningsgrupper ha en jämn könsfördelning samt se till att andelen potentiellt sökande forskare ska vara lika oavsett kön.
Tidigare i år publicerades en rapport där Vetenskapsrådet gått igenom de 16 000 bidragsansökningar som kom in mellan 2006-2008. Den uppdaterade strategin ska nu justera de ojämlikheter som presenterades i den rapporten.
